Western Climate Initiative (WCI)

The Western Climate Initiative, established February 2007, is a multi-sector based cap and trade scheme designed to identify, evaluate, and implement collective and cooperative ways to reduce greenhouse gases in the region.

Partners

  • U.S:  Arizona, California, Montana, New Mexico, Oregon, Utah, and Washington
  • Canada: British Columbia, Manitoba, Ontario, and Quebec.

Observers

  • US: Alaska, Colorado, Idaho, Kansas, Nevada, Wyoming
  • Canada: Saskatchewan
  • Mexico: Baja California, Chihuahua, Coahuila, Nuevo Leon, Sonora and Tamaulipas

Goal

  • Goal of reducing greenhouse gas emissions by 15% below 2005 levels by 2020

Proposed Timeline

  • Phase I is planned for January 1, 2012
  • Phase II, which is a much broader cap, is planned to launch January 1, 2015
