Western Climate Initiative (WCI)
The Western Climate Initiative, established February 2007, is a multi-sector based cap and trade scheme designed to identify, evaluate, and implement collective and cooperative ways to reduce greenhouse gases in the region.

- U.S: Arizona, California, Montana, New Mexico, Oregon, Utah, and Washington
- Canada: British Columbia, Manitoba, Ontario, and Quebec.
Observers
- US: Alaska, Colorado, Idaho, Kansas, Nevada, Wyoming
- Canada: Saskatchewan
- Mexico: Baja California, Chihuahua, Coahuila, Nuevo Leon, Sonora and Tamaulipas
Goal
- Goal of reducing greenhouse gas emissions by 15% below 2005 levels by 2020
Proposed Timeline
- Phase I is planned for January 1, 2012
- Phase II, which is a much broader cap, is planned to launch January 1, 2015
